Result and Analysis of the PbR Data Assurance Framework Coding Audit

The Audit Commission has reported on the results and its analysis of the Payment by Results (PbR) data assurance framework clinical coding audit programme which has been undertaken at all acute trusts in England throughout the period 2007/08. The Report, PbR Data Assurance Framework 2007/08: Findings from the First Year of the National Clinical Coding Audit Programme, notes that there is significant variation of the data underpinning PbR, that there is no evidence of systematic 'gaming' by Trusts and that clinical coding error averaged at 16.5%. Inconsistent Coding

The HSJ (14/08/08) reports that research commissioned by the Department of Health warns of huge problems in the way hospital services are measured and costed. An article reports that "...coders are 'struggling' to correctly use codes introduced in April 2007 to account for activity and costs." It goes on to say that "...there is a 'significant risk' that trusts will not be proficient at using the codes in time, so that next year's tariff will not 'work as intended' ".
